xics: Rename misleading ics_simple_*() functions

There are a number of ics_simple_*() functions that aren't actually
specific to TYPE_XICS_SIMPLE at all, and are equally valid on
TYPE_XICS_BASE.  Rename them to ics_*() accordingly.
