   1   o Minor features (fallback directory mirrors):
   2     - Make the default DirAuthorityFallbackRate 0.1, so that clients on the
   3       public tor network prefer to bootstrap off fallback directory mirrors.
   4       This is a follow-up to 24679, which removed weights from the default
   5       fallbacks.
   6       Implements ticket 24681.
