add another heuristic for changes stanzas

  o Major bugfixes
    - Ignore and warn about "PublishServerDescriptor hidserv" torrc
      options.  The 'hidserv' argument never controlled publication
      of hidden service descriptors.  Bugfix on 0.2.0.1-alpha.
