* contrib/mom/Makefile.sub: Fix last change to make it really work.
* Makefile.comm: Use `test ... ||' in favor of `if test ...; then'.
(install_dev, uninstall_dev): Check whether $(DEVSCRIPTS) and
$(DEVFILES) are not empty.
* Makefile.in: Use `test ... ||' in favor of `if test ...; then'.
