* aclocal.m4: Added GROFF_EBCDIC and GROFF_OS390 tests.
Redefined AC_OUTPUT_MAKE_DEFS to replace ASCII character `012' with
the generic `n' if under OS/390 Unix.
* configure.in: Call GROFF_EBCDIC and GROFF_OS390.
