Make -me macros ready for grohtml.
* tmac/e.tmac: Load devtag.tmac.
(need_eo_h, need_eo_tl, need_tl): New registers.
(check_need_title, (x-html, )x-html, xp-html): New macros.
(@h, hl, ip, @p, sh, (b, (l, EQ, EN, TS, TE, PS, PE, GS, GE, r, i,
b, rb, bi, bx, (x, )x, xp): Adapt for use with grohtml.
(bp): Rename to @b only if output device is not html.
