o Added a .bp after .if \\n[#START]=1 in FOOTER. Without it,
in document processing mode, documents that use *none* of the
docprocessing tags (yes, there are times when users want to do
this) ignored the footer trap.
o Changed register #DOCHEADER_LEAD_ADJ to string
