Add SAVE --ask.
This differs from SAVE --reset in that it keeps the cache entry upon a
failure of some kind. This may be needed to prevent a DoS for other
clients using the same data file.
This also changes the "require_save_key" configuration parameter to
imply --ask rather than --reset.
