  12 File Transfer Protocol (FTP) server daemon.
  13 This file is used not merely for
  14 system administration purposes but also for improving security within a TCP/IP
  15 networked environment.

  19 file will typically contain a list of the users that
  20 either have no business using ftp or have too many privileges to be allowed
  21 to log in through the FTP server daemon.
  22 Such users usually include root, daemon, bin, uucp, and news.

  26 then it is suggested that you read its documentation to find out how to
  27 block access for certain users.
