Tweak the Windows oldnames workaround.

* lib/unistd.in.h: On native Windows, include <io.h> and <direct.h>
always.
(getcwd): Use _GL_CXXALIAS_MDA_CAST.
* lib/stdlib.in.h (putenv): Likewise.
