debian/watch: point to kernel.org
Release candidates are in a testing/ subdirectory of the usual
/pub/software/scm/git/ directory.
Use https instead of http even though this does not buy much. It
would be nicer to automatically download and verify sha256sums.asc,
but uscan does not support that.
