Config.pm: remove 'notifycia' from default list of editable fields
The CIA service is long since defunct and Girocco totally ignores
any 'notifycia' value that's been set so there's no reason to include
'notifycia' in the default list of editable fields.
Systems that had previously used CIA and have non-empty values in
the 'notifycia' field can continue to list 'notifycia' so the value
in the field will be displayed on the editproj page, but that's the
only reason to include 'notifycia' in the editable fields list anymore.
