ref-changes: increase nc_openbsd timeout to 15
Since all the updates are being written together now, we can
tolerate a longer timeout since it will only happen at most
once per push/update rather than once per ref.
Increase the timeout from one second to fifteen seconds to
be more tolerant of transient performance glitches.
