gitweb: make sure correct url paths appear in the page
Since we allow access via /... and /w/... but we only have
one setting for $gitweburl, make sure we are consistent and
always use the configured setting, whatever it is, rather than
flip flopping back and forth depending on how we arrived at
the page.
