jobd: update and document defaults for delay and load triggers
The load triggers now default to something sensible based on the
actual number of CPUs on the system.
The restart delay now defaults to 5 minutes instead of 1 minute.
run-jobd.sh no longer specifies values for load triggers or
restart delay.
