fast-export.git: pick up latest hg-fast-export.py
This fixes loss of refs/notes/hg items, makes sure UTF-8 characters
are not turned into '?', avoids letting the shell interpret the
characters in a ref name and handles source repositories that have
incorrect leading '/' characters on their embedded path names.
