Since, with the addition of cvs2svn_lib, the value of $LastChangedRevision$ is
less than meaningful, switch to defining a VERSION in cvs2svn itself, not in
dist.sh.

* setup.py: Read version from cvs2svn instead of dist.sh.
* HACKING: Update references in release instructions.
* cvs2svn: State version directly. Also, delete svn:keywords.
* dist.sh: Get version from cvs2svn. Stop tweaking cvs2svn to insert the
    version number. Also stop cleaning ${DIST_BASE}, which was a leftover
    from back when we repacked the tarball produced by distutils to add more
    stuff.
