Add a test of non-ascii contents in a .cvsignore file.

Store the .cvsignore content in the non-ascii repository.  When
copying it for the nonascii_filenames test, don't include the
.cvsignore file (so that the tests remain independent).

I'm not sure that this test (in particular, the form that the
non-ascii property value is output by Subversion) is portable.  Asking
for user help.
