Fix README: DOCS_DIR is replaced by DOCS_TARBALL

In order to keep the docs out of the bzr tree, first get a release 
tarball of samba, then invoke makerpms.sh with the DOCS_TARBALL variable
pointing to the docs.tar.bz2 from a Samba release.
