set_protocol_handler: manage network.protocol-handler.expose.* prefs
set_protocol_handler now manages the network.protocol-handler.expose.*
prefs itself, so the user does not need to be concerned about them. It
can now also take the value 'true' for its handler, which signifies
internal handling of the given protocol.
