This packages just installs pkgconfig-descriptors for several libc parts (eg. ptherad libraries, misc lib functions) which may vary between platforms, so individual packages do not have to run their own tests. That not only removes complexity in individual packages via replacing platform checks by simple (pkg-config based) imports, but also greatly helps in situations where these tests cannot be run easily (eg. on crosscompiling).
