nvptx-none: Define empty GOMP_SELF_SPECS.
Otherwise, offloading with -fopenacc or -fopenmp active will run into:
x86_64-unknown-linux-gnu-accel-nvptx-none-gcc: error: unrecognized command line option '-pthread'
