  11 .Pa /etc/ftpusers
  12 contains a list of users that should be allowed or denied FTP
  13 access. Each line contains a user, optionally followed by
  14 .Dq allow
  15 (anything but
  16 .Dq allow
  17 is ignored).  The semi-user
  18 .Dq *
  19 matches any user.  Users that has an explicit
  20 .Dq allow ,
  21 or that does not match any line, are allowed access. Anyone else is
  22 denied access.

  25 contained a list of users that should be denied access.
