projlist: improve text browser project list formatting
Make use of various CSS techniques and provide additional formatting
instructions so that the projects list shows up in a form that is at
least somewhat usable in a text browser that has basic table support.
While the new formatting does not exactly win awards, it preserves
the previous in-browser behavior (aka full CSS support) but at the
same time vastly improves the usability in a text browser.
