COPYING: New file with the GPLv2 licence text to clarify the legal situation
So far, while it was meant and advertised that Girocco is covered by
GPLv2, this has been noted only in some CGI files (dating back to when
everything non-trivial was only in these CGI files). Let's carry the full
licence text then.
