wmxres: Use autotools for build
This will make the following patches unnecessary:
* https://sources.debian.org/src/wmxres/1.3-1/debian/patches/no-root.patch/
* https://bugs.debian.org/968433
Also move source files from wmxres directory to root directory; otherwise
this directory will conflict with the binary that's built.
