preliminary port of current icu-60.2. currently tested compiling with gcc-6.3.0 for and on i386(abi v1) and working as prerequisite to build odyssey instead of generic icu-4.2.1. there are minimal changes to makefiles in order to enable it, i may commit later after more testing and finetuning.
