Drop unnecessary build-time conflict with ancient autoconf
Ever since version 2.13-29 (2001-05-26) of the autoconf2.13 package,
it has been safe to use autoreconf even with autoconf2.13 around,
provided the autoconf input is named configure.ac. Thanks to Ben
Pfaff for making this work.
