Tweak build-time dependencies to work with old gettext
Many porters are in the sad situation of living without modern
gettext, because of the following sequence of build-time
dependencies:
gettext 0.18 ->
git (for autopoint) ->
subversion, libdbd-sqlite3-perl (for tests)
Allow builds with old gettext to make their and backporters’
lives a little easier.
