Update version of SWIG used
xapian-bindings' configure now requires >= 3.0.12, and bootstrap pulls
in a git commit between 3.0.12 and 3.0.13.
The key functional change is that the code generated for PHP7 no longer
results in a segmentation fault on module unload with PHP 7.1.
Fixes #748, reported by Victor Sakovich.
