setupapi: Return CR_SUCCESS for CM_Get_DevNode_Status{_Ex}.
One Piece: Pirate Warriors 4 relies on CM_Get_DevNode_Status() to return CR_SUCCESS. Otherwise, it
shows a graphics driver error dialog and exits.
