   2     - Directory authorities no longer launch a TLS connection to every
   3       relay as they startup. Now that we have 2k+ descriptors cached,
   4       the resulting network hiccup is becoming a burden. Besides,
   5       authorities already avoid voting about Running for the first half
   6       hour of their uptime.
