README_DOCS.rst: reword incoherent conventions paragraph
Replace the phantom "category" section with something a bit more
coherent even though the replacement remains a bit discursive.
Also take this opportunity to mention that "[RELEASE]" is just
another name for a "[STAGE]" branch.
