Revert "generate-languages-list: workaround the fact we can't distinguish reviewed translations from non-reviewed ones"
This reverts commit f502c4bb07481aad0c1f35a2b3da8e4a0de8f1d3.
We're back to filtering PO files in import-translations, so we can now offer all
languages for which we have imported a PO file.
