Revert "Use cdebootstrap to workaround debootstrap bug (#598080)."
This reverts commit 2267462e2644dd4f4150ca5924c9298503ca9bc4.
The debootstrap bug was closed long ago, and we're going to pull a
modified debootstrap version anyway.
