svc: add alternative xmlns:wst to GetAndPublishCert request
Microsoft seems to be pretty inconsistent with XML namespaces. For
GetAndPublishCert requests our standard xmlns:wst namespace isn't
accepted. We need to add an alternative that ends on "/"...
Finally we receive the certificate we need for TLS-DSK authentication
scheme.
