OBS: add mingw32 build to RPM SPEC file
You need to add the mingw32 repository by hand to your private project. You'll
also need to add & build the mingw32-pidgin package, as it is currently not
provided by the base repository.
Finally we can check code changes automatically for the Windows build too.
