OBS: execute autoreconf on Mandriva platform
Mandriva has older libtool. Depending on which platform the dist tarball was
generated the libtool script then failed in Mandriva platform builds.
Make sure to execute autoreconf only on Mandriva. On other platforms it can
fail, because configure.ac uses AS_ECHO() and LT_INIT(). But those other
platforms don't have any problem with our pregenerated autoconf files.
Updated README to add autoreconf as possible build problem cure.
