Make sure documentation is installed also without SAXON installed
In order for the shipped documentation files page to be correctly
installed when SAXON is not available they must (of course) be in
the list of files to install. It is also necessary to make sure there
are no attempts made to recreate them as this just fails silently with
corrupted documentation as result.
