compiler/arm/insts: Put a reasonable interface on FMXR and FMRX.
* Rather than having to monkey about with MAKE-RANDOM-TN to
produce something that we can pass to these instructions for it to
interpret as a completely different register, have them accept
keyword register names for the system registers.
