:SUPERSEDE fix for #-open-supersede-is-rename-and-delete builds.
* To conform with historical behavior, arrange to delete a
previously-existing file in aborting CLOSE when IF-EXISTS is
:SUPERSEDE.
* Also reformat OPEN-FILE to emphasize control flow a bit more.
