Revert "Restore "typecheck &ENVIRONMENT" + add NEWS entry"
This reverts commit 6d26ae867a5a3b6a4d9d79a8a180e6ca621b80c8.
Cross-compiling is nuts, but only on backends that
use DEFINE-INSTRUCTION-MACRO, which x86oids do not.
Fixes problem reported by Tomas Hlavaty.
