Restore sb-thruption build.
sb-thruption adds *restart-clusters* to
*!thread-initial-bindings* and !per-thread-c-interface-symbols, but
the given reasons for using RESTART_CLUSTERS in thread_may_thrupt are not
true, so just remove it.
