Add OPT_UISTRINGS, by default enabled (Rich Felker)..
and depend any translatable string on it.
Yet primitive, since n_err() and other I/O functions are still
called for the former, yet with empty strings.
Did not have had this on the list, we need preprocessor macros
with variable arguments for this. A future task.
