Add 'View->Open range dialog' menu entry
Path is quite invasive because some code reformatting
has been necessary to avoid an hacky fix and try to
manage a clean solution.
The code reformatting is in any case a good thing because
cleanup a bit a very messy part of qgit.
Feature suggested by Steffen Prohaska.
