gpu: insert empty band node at leaf nodes without outer permutable bands
We already treat these leaf nodes as outer permutable bands, but to
allow for uniform treatment of these leaf nodes and actual outer
tilable bands, it is easiest to insert actual zero-dimensional
band nodes at the leaves.
