UCT Prior: ko=eqex/2 -> ko=eqex based on my+Jean's measurements
For 5k playouts the difference is tiny, but apparently it scales better.
On 9x9, this might be few ELO loss, but not enough to special-case it
since 9x9 is not so important for us anyway.
