Move wormhole handling to the track follower base classes
Let the track follower base classes decide what to do when a track
heads into a wormhole, instead of just letting them choose whether
to step into the wormhole or skip it completely. This will allow
the track follower base classes greater flexibility in dealing
with wormholes.
