[modula2] Add $(CXX_FLAGS) to the bootstrap tool rules.
The bootstrap tool mc is built using $(CXX) and it is missing
$(CXXFLAGS).
gcc/m2/ChangeLog:
* Make-lang.in (m2/mc-boot/$(SRC_PREFIX)%.o): Add $(CXXFLAGS).
(m2/mc-boot-ch/$(SRC_PREFIX)%.o): Add $(CXXFLAGS).
(m2/mc-boot-ch/$(SRC_PREFIX)%.o): Add $(CXXFLAGS).
(m2/mc-boot/main.o): Add $(CXXFLAGS).
