Refactoring of timevar API

	* main.c (main): Pass in NULL for toplev's external_timer.

	* jit.dg/test-error-gcc_jit_timer_pop-mismatch.c: New test case.
	* jit.dg/test-error-gcc_jit_timer_pop-too-many.c: New test case.
